The Vladimir Potanin Foundation presented the ranking of universities participating in the 2019/2020 Fellowship Program

The ranking data enables stakeholders to evaluate universities’ social and academic environment

In 2020 Moscow State University after M.V. Lomonosov ranked first. European University in Saint Petersburg and Saint Petersburg State University, the leader of the previous ranking, took the second and the third place respectively. The leaders of the cumulative ranking, which takes into account universities' results in the last three years, are Saint Petersburg State University, National Research Tomsk State University and National Research Tomsk Polytechnic University.

In 2020 two universities: Moscow State Linguistic University and Astrakhan State University, which did not participate in the previous ranking, were added to the current ranking.

Oksana Oracheva, General Director of the Foundation: «In the light of the current situation, this year the Foundation tries to reflect adequately changes in universities’ environment. We modified the ranking methodology. However, this does not affect its relevance and applicability. Working on ranking, we identified the trend of universities' flexibility and their ability to find alternative ways of reaching their goals. It is obvious that educational establishments in general are ready to face modern challenges, offer innovative ways of development and turn to new formats of teaching. Observing changing demands of the university community, we will strive to create the most relevant forum for discussions and sharing the best practices which is important for implementation of new practices».

The 2020 methodology was amended compared with the ranking 2019. Due to the COVID-19 pandemic, the results of the "Practices of Individual Giving and Volunteering" were taken into account instead of the Foundation’s School results. This competition, like the Foundation’s School, reflects the social activity of university representatives aimed at positive changes in the society and strengthening the role of universities as catalysts for the development of local communities. Thus, the results of the Foundation’s School were replaced with the results of the "Practices of Individual Giving and Volunteering" competition in the 2020 ranking methodology.

Apart from this, the ranking methodology includes such indicators as: number of students participating in the Fellowship competition; proportion of the students – winners of the Fellowship competition; average university score in the distance round of the Fellowship competition; average university score in the intramural round of the Fellowship competition; average Professors’ scores participating in the Grant competition; number of professors – winners of the Grant competition; proportion of applications for the Fellowship competition rejected due to plagiarism to the number of students participating in the Fellowship competition and proportion of applications for the Grant competition rejected due to plagiarism  to the number of professors participating in the Grant competition.

All indicators have equal weights except for indicators related to the "Practices of Individual Giving and Volunteering" competition which are considered with the coefficient 0,25. Like in 2019, in 2020 there are penalty scores for plagiarism in the Fellowship and Grant competitions. These scores are calculated as proportion of the rejected applications due plagiarism to the number of students/teachers participating in the competition. Scores for plagiarism are calculated in the same way as other indicators: the university with the maximum score has 1 and the university with the minimum score has 0, but these scores are considered as penalty scores and calculated as minus within the general university score. The initial scores for universities participating in the competition for the first time were taken equal to the average values for all participating universities of the current year.

The Vladimir Potanin Foundation university ranking is the ranking of higher education institutions participating in the Vladimir Potanin Fellowship Program. It has been published annually since 2004 and is one of highly respectable and independent assessment of education quality in Russian universities.  It has been based on master’s degree programs data since 2013/2014 because the Vladimir Potanin Foundation Fellowship Program has been focused only on master’s students and their professors since 2013.
